CONSTRUCTION LAW / DISPUTES

        Since 1987 Mr. Tarpley’s practice has been (almost exclusively) devoted to resolving construction claims and disputes, representing contractors, subcontractors, architects, structural and civil engineers, owners, surety companies, archeologists and others involved in the construction industry, in litigation, arbitration and mediations.
         An associate member of Guam’s Contractor’s Association since 1991, Tom Tarpley has lectured on mechanic lien laws and Federal Miller Act bond claims, and wrote the mechanic lien statutes passed into law in 1996 on Guam and co-authored revisions thereto in 2009.
